I bet they put the house in the wrong place. They normally layout the streets (curb, gutter, and sidewalk) before they even get close to pouring the foundation. They'll either have to get a variance (and pay a big fine) or tear down the house and re-build. Either way it will be costly.

lol it took me about 30 seconds to look at that to realize what was wrong... they will have to rip out that whole sidewalk.
